ELI5: Why can the Yakuza in Japan and other organized crime associations continue their operations if the identity of the leaders are known and the existence of the organization is known to the general public?


I was reading about organized crime associations, and I'm just wondering, why doesn't the government just shut them down or something? Like the Yakuza, I'm not really sure why the government doesn't do something about it when the actions or a leader of a yakuza clan are known.
