Looking for jobs/careers is a lot of work you want to be ready at a moments notice for a possible application submission. You need a LinkedIn profile that looks amazing and you don't have time to wait three weeks to build it up with the necessary endorsements and recommendations.
The best time to create a LinkedIn profile is when you are at your current job or in school. This gives many advantages, you can constantly add to you skill set when you gather more experience, you can upload certifications without having to track down the certificate, you take note of the managers that are most likely going to give you the best recommendation, you list your skills and note your coworkers who would respect them. Then when you leave your job you and add them all. Coworkers & supervisors are more likely to give you endorsements right when you leave a position. This tactic also works well for asking for recommendations on your profile. It's easier to ask your former boss for a recommendation days after you (graciously) leave your job for a recommendation rather then asking 3 weeks after.
Don't be that guy to shotgun requests for endorsements and recommendation three weeks after you left your job. Not only does it look desperate but coworkers are more likely gonna put you aside.
Then on your resume you should have a link to your LinkedIn profile, that you can display proudly and confidently.
The last thing you want to do is wait until you are looking for a job and pass around a profile that is incomplete, without any endorsements, skills, certificates, or recommendations.
